Haverfordwest Interchange                        

The scheme has been advanced to a position where the Authority has developed a scheme which is now programmed for construction commencement during 2024/25, the project aims to provide a new facility which will promote public transport usage by improving the interchange experience, encouraging sustainable transport and optimising bus movements.

The scheme will create a considerable improvement to the pedestrian connectivity to the town centre from the PTI, with public realm and landscaping improvements which will create an attractive site for the public, there will also be an upgraded car parking offering, cycle storage and other facilities such as indoor and undercover bus waiting areas, public convenience facilities and changing places.

The project has gained full planning approval for the public transport interchange, associated works and new public realm November 2021 (21/0887/PA), however a Section 73 planning amendment application for some structural changes, slight reduced building mass and biodiversity alterations is due to be submitted July, these alterations retain the building functionality and appearance, some visuals of the current proposals below:

he project is has been awarded to the successful Contractors Kier Construction, who are currently working closely with the Authorities Engineering team to agree the construction programme. This will be commencement after the below package of enabling works, which are as outlined below:

§  Culvert diversion; this is a realignment of the apparatus to allow the new larger building to be installed on the site, the works are to be undertaken by the Authorities Engineering Works Department and will be completed over an eight week phase of civils, commencing August 2024

§  National Grid diversion; these works will run alongside the culvert works with PCC undertaking the contestable works, with a four week duration.

§  Diversions of Openreach and minor drainage repairs to the existing storm water system are also being programmed prior to the main build commencement.

 

As noted the main Contract has be awarded to Kier Construction, the tendering process being advanced under a two stage award; this style of tender being employed to enable Engineers to work with the Contractor to re-engineer the infrastructure designs and reduce the construction build cost forecasts to meet budgets held, this ensures a collaborative arrangement where PCC can ensure they gain best Market prices during the development.

Haverfordwest Footbridge

The new pedestrian footbridge between the Riverside shopping area and Western Quayside has been advanced with the commission for the improvement awarded to the contractor Walters.

Works have commenced on the piling foundations and public realm alterations to the Riverside and Western Quayside, these started on 3rd June, they are programmed to be completed over a 20 and 24 week period respectively.

 

The contractor is currently completing activities to take the designed bridge information and creating a fabrication computer model, this will provide the contractor all the necessary plans to enable them to accurately cut and make each of the bridge elements, which will then be welded together to form the structure in the fabrication factory. The bridge will then be split into to four sections for transportation to the site.

Once on site, the bridge will be reassembled and painted, then a lifting operation is being programmed for March 2025, this will place the bridge in its final position, the existing bridge being removed during this time, and therefore there will be a short period when no footbridge will be operational.

There will then be final civils works to tie the public realm improvement to the new bridge and works to repair where the old bridge was removed.
